I'm with you ooby. Talk to the town. I think it is becoming stupid all across America. The over population of pets and the feral population needs to be adressed properly but not by charging license fees to those that are trying to help and fining for non compliance unless that money is going to address the above stated problems.
I have different "common sense" than you. I guess that would make it uncommon?
How in the world would regulations like that stop a criminal from purchasing a gun on the street or stealing one from an honest law abiding citizen that purchased his legally and then using it to commit a crime. Why allow one gun purchase a month? Why not 2 or 3 or 4? Why not only one a year? How does that type of thinking stop a criminal? Please think something through before you post.
Guns don't kill people....people do. If they don't have guns they will use something else.

The full story is available on the net but a synopsis is the lady was a member of a feral rescue group. All the cats were spayed or neutered and it really wasn't a matter of health or over population. Just an angry neighbor and a town that dealt with it by collecting a license fee.
So says a man in his 30's, 5'10" and probably 170-180 lbs. Try punching a man in his 20's 6'4" and probably 240 lbs when you are a woman in her 50's, 5'5" and weigh 140 lbs. Maybe you wouldn't want to rely on puching him when he has a knife in his hands.
Think about what you are saying. There have always been weapons since the cave man days and the only way the weak can survive the viciousness of the strong is sometimes to have a better weapon or at least an equal one.
If you ban guns then only the criminals will have them and then what will you do? Punch someone who has a gun? I really hope that no one that you know and love is ever assaulted. You will talk different if that happens.
This happened recently in Massachusetts. It could have and has happened all across America. Do you think this is a good way to control animal over population, owning large numbers of animals or any of the problems addressed by this story?
It seems to me that it is only a way for a town to make money from it's citizens without offering any service for that money? What do you think?

Mass. Town Puts Limit Of 3 On Owning Cats Without A Special Kennel License
(AP) DUDLEY, Mass. (AP) - A Massachusetts town has made it illegal to own more than three cats without getting a special license.
Voters at a town meeting in Dudley added language to a town bylaw on Monday night that makes it illegal to own more than three cats without a $50 residential kennel license.
The article was in response to a neighborhood feud over the 15 cats owned by Mary Ellen Richards.
The Telegram & Gazette of Worcester reports that one neighbor claimed the cats have ruined his yard.
Richards has put her home up for sale and says she plans to move to a "more cat-friendly community."
