Well you must be getting your facts from a book the world does not know exists. And being so pro english will not endear the english people to you, in fact they find it very off putting and false.
Because CS gives us the option to do this, they give us a choice to either do or don't rather than dictating saying you must have a picture or you cannot join. We as individuals also have the choice to state in our profiles that we will not contact persons without a picture etc. Why we chose not to have pictures can be for many reasons. Perhaps privacy being one of many.
