Not only the ink could be a concern but also the germs of the bills.
On the subject: It has happened the same here with some coins that have silver and they were in the black market because they were more valuable as metal than its nominal value. At that time, there were some big containers being illegally brought to USA.
The money –paper and coins- are rather interesting in some countries. In Egypt it was difficult to get some Egyptian coins but I got some and I pay for them more than their nominal value because they were scarce and the Egyptians did not like the US coins because there was not way for them to change them (at that time) so they would offer lots of USA coins to be traded for US paper to the equivalent nominal value though.
