Pakistan’s top court directs central bank to issue funds for snap polls

The parliament had on Thursday (13) ruled it wasn’t possible to spare Rs 21 billion ($74.79 million) in funds for the snap polls, which the court had ordered.

Chief Justice Umar Ata Bandial had summoned officials from the finance ministry, the central bank and the Election Commision of Pakistan (ECP) to his chamber on Friday to seek a reply on the funds, warning that non-compliance would have consequences.

The court order said the chief justice directed the central bank’s acting governor and the finance ministry to coordinate and “forthwith allocate and release” the money from federal consolidated funds no later than April 17.

The central bank chief of the crisis-hit South Asian country said Sri Lanka is optimistic of China’s continued support, pointing to how Beijing “did the right thing in giving Sri Lanka financing assurances last time”.

“I think this is probably the first time China has given it that fast,” he said.

With the help of the International Monetary Fund and other partners who also helped share information, said Weerasinghe, the debt restructuring process can continue.

“Obviously China is a country that has been helping Sri Lanka for a long time and [it has[ invested a lot [in Sri Lanka]. [It will be in the] best interest of both China and Sri Lanka to complete this process soon and we can get back to repaying our debt service obligations,” he said.

“Sooner the better for both countries,” he added.

In February, China’s Exim Bank gave Sri Lanka a two-year moratorium on its defaulted loans and said it would discuss additional re-structuring within that ‘window’.

In early March, Sri Lanka secured a 2.9 billion dollar extended fund facility from the IMF after obtaining assurances of support from China.

Chinese investment in Jordan - what Beijing once saw as its “gateway” into the Levant - has been “a flop”, Jesse Marks, a non-resident fellow at the Washington-based Stimson Center, told The New Arab.

One of the few Chinese projects that have actually materialised has left Jordan caught in a heated lawsuit to get out of a deal that would leave the resource-poor Kingdom billions of dollars in debt.

As per the current agreement for the construction of the Attarat power plant, a Chinese-built shale-oil power plant in the country’s southeast, Jordan must pay China $8.4 billion over a 30-year period, which, after the first two years of the plant’s operations, Jordan has barely managed to repay, according to the Associated Press.

However, the removal of the contract would undermine one of China’s leading Belt and Road Initiative (BRI) projects, likely fuelling tension between Amman and Beijing.

So, the Attarat power plant - once set to be the largest BRI private infrastructure project outside of China - has left Jordan between a rock and a hard place with Beijing, stuck in a lawsuit destined to end in frustration.

In recent years, the Ukrainian authorities have been openly moving toward banning the UOC and this process has only intensified since February 2022. The schismatics from the OCU, with the Ukrainian government’s approval, have been taking over UOC churches by force and attacking UOC priests. The canonical church is being deprived of its right to lease land plots for siting its churches, while its priests are being accused of high treason and other crimes, sanctioned or stripped of citizenship. Although at least 5-6 mln Ukrainians still adhere to the UOC, according to data from the State Service of Ukraine for Ethnic Policy and Freedom of Conscience, the officially sanctioned persecution of the canonical church continues unabated.

On the instructions of Ukrainian President Vladimir Zelensky, the government drafted a bill aimed at banning the canonical church. On October 19, the Verkhovna Rada passed it in the first of three readings. The UOC pointed out that the bill contravenes the country’s constitution and violates the right of citizens to freedom of religion.

China to hold joint military exercises with Malaysia and four south east Asian countries

China will hold a joint military exercise with five south east Asian countries in mid-to-late November, state media outlet Xinhua reported today.

The exercise, to be held in China’s southern Guangdong province, will include Cambodian, Lao, Malaysian, Thai and Vietnamese forces.

The drills will be focused on counter terrorism and maritime safety, Xinhua said.
The China Development Bank on Monday disbursed a 7 billion yuan ($956.61 million) loan agreement with Egypt's central bank, according to a statement released by the Beijing-based bank on Tuesday.

The agreement was signed during the third Belt and Road Forum held in Beijing earlier this month, the statement said, and is to finance projects agreed upon at that summit as well as during the Forum on China-Africa Cooperation in 2021.

Russia on Tuesday formally withdrew from a landmark security treaty which limited key categories of conventional armed forces, blaming the United States for undermining post-Cold War security with the enlargement of the NATO military alliance.

The 1990 Treaty on Conventional Armed Forces in Europe (CFE), signed a year after the fall of the Berlin Wall, placed verifiable limits on categories of conventional military equipment that NATO and the then-Warsaw Pact could deploy.

The treaty was designed to prevent either side of the Cold War from amassing forces for a swift offensive against the other in Europe, but was unpopular in Moscow as it blunted the Soviet Union's advantage in conventional weapons.

Russia suspended participation in the treaty in 2007 and halted active participation in 2015. More than a year after the full-scale invasion of Ukraine, President Vladimir Putin in May signed a decree denounced the pact.

The United States will suspend the operation of its obligations under a late Cold War-era security treaty next month following Russia's withdrawal, a senior White House official said Tuesday.

National Security Advisor Jake Sullivan made the announcement as the North Atlantic Treaty Organization (NATO) decided to suspend its obligations of the Treaty on Conventional Armed Forces in Europe (CFE) aimed at limiting key categories of conventional military equipment in Europe.

The suspension came as prospects for international security cooperation remain bleak amid Russia's protracted war in Ukraine and the escalating war between Israel and the Hamas militant group, not to mention the intensifying Sino-U.S. rivalry.

On Nov 3, 2023 Electoral Commission declared the official results for the 2023 General Election.

The National Party has two fewer seats, Te Pati Maori has gained two, and the Green Party has gained one more.
The number of seats in Parliament on these results will be 122.

The National Party has 48 seats compared with 50 on election night.

Te Pati Maori has 6 seats compared with 4 on election night.

The Green Party has 15 seats compared with 14 on election night.

There are no changes for the Labour Party which has 34 seats, ACT New Zealand which has 11 seats, and the New Zealand First Party which has 8 seats.

There is an overhang of two seats because Te Pati Maori won more electorate seats than it would otherwise have from its share of the party vote.

One more seat will be added to Parliament after the Port Waikato by-election, taking the total to 123.

So If there are no applications for recounts, on Thursday 9 November 2023, the Electoral Commission will return the writ to the Clerk of the House of Representatives, allocate list seats in the presence of party scrutineers and declare by Gazette Notice the election of list members of Parliament.

If there are applications for judicial recounts, the return of the writ and the election of list members will be delayed until any recounts are complete. Meanwhile given the majority needed to form government has a target of 62 seats therefore National Party coalition with Greens makes sense. But I guess is unlikely

The US federal budget deficit stood at approximately $67 billion in October to kick off the 2024 fiscal year on a negative note, according to Treasury Department figures released Monday.

For October, total receipts, or income, were around $403 billion, against total outlays, or spending, of $470 billion, the agency's figures showed.

As for receipts, individual income taxes were $220 billion, while social insurance and retirement came in at $114 billion.

For outlays, social security was $117 billion, while national defense came in at $87 billion.

For the 2023 fiscal year, which ran from Oct. 1, 2022, through Sept. 30, 2023, the budget deficit had stood at $1.69 trillion with almost $4.44 trillion in income against approximately $6.13 trillion in spending.

Bitcoin saw its price climbing over $37,000 on Thursday for the first time in 18 months with optimism about regulatory approvals and growing interest of investors.

The price of the world's biggest cryptocurrency surged over 4% to climb as high as $37,104 at 8.53 a.m. EDT (1353GMT) to reach its highest level since May 5, 2022, according to official figures.

The International Monetary Fund (IMF) on Tuesday revised up China's economic growth projections both for 2023 and 2024.

The Chinese economy is expected to grow 5.4% this year thanks to a strong post-virus rebound, an upward revision of 0.4 percentage points from its previous projection in October, the fund said in a statement.

The gross domestic product (GDP) was estimated to increase by 4.6% in 2024 revised upwards from 4.2%.

The slowdown expected in the growth next year is due to "continuing weakness in the property market and subdued external demand," the fund noted.

A Chinese envoy on Monday called for greater efforts to support the establishment of a nuclear-weapon-free zone in the Middle East.

"Given the current context, the international community should make greater efforts to support the establishment of a Middle East zone free of nuclear weapons and other weapons of mass destruction (WMDs), which is of great urgency and relevance in facilitating reconciliation and cooperation among regional countries in the Middle East and advancing the Middle East peace process," said Geng Shuang, China's deputy permanent representative to the United Nations.

Speaking at the fourth session of the Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and other Weapons of Mass Destruction, Geng said that nuclear weapons and other WMDs have been "a major factor causing a trust deficit in the Middle East, undermining regional peace and stability."

"China supports the establishment of a Middle East zone free of nuclear weapons and other WMDs and believes that this move will help curb the proliferation of WMDs, safeguard the authority and effectiveness of the international non-proliferation regime, and reduce the risk of an arms race and conflict, thereby providing an important mechanism for the maintenance of long-term regional peace and security," he said.

China is ready to work with its partners in the Asia-Pacific region to make the region a pacesetter for cooperation and development, and inject stronger impetus into regional and global economic recovery, Foreign Ministry spokesman Wang Wenbin said in Beijing on Thursday.

Wang said that this year, the Asia-Pacific region has demonstrated resilience and vitality in its economy, with market demand rebounding and sectors such as tourism and the digital economy booming.
The Regional Comprehensive Economic Partnership agreement came into full effect in June, further boosting the region's economic growth, the spokesman said at a regular news briefing.

Lowering interest rates could put more pressure on the already weakened yuan. "There is very limited room for monetary easing right now because of the pressure of currency depreciation," she says.
