If that happens will be a real mess... you should ask to someone who study this things, would give you a better explanation.

where q is the latitude, h is the sea level elevation (in meters) and

To answer your question, if the earth stopped right now we would start traveling about 460 metres per second, but you would eventually hit the ground because we wouldn't have enough speed for escape velocity.
