When a lady insist to pay the bill, is usualy because she don't wan't you to expect to much later. I do that too sometimes and thats the message: i pay what i consume, so you don't get no dessert later.
well is not a rule but i know this is one of the message.
If it's a first meet, I think I would be more comfortable to split the bill, I wouldn't want to "use" someone if there wasn't a second date. BTW, I think it's drinks only for a lot of first meets, but each to their own.
After that, if someone ask me out for dinner, I would accept, dinner after that would be me paying etc.

The next date might be different if there in one. If there isn't another date then just move on. There are plenty of women around.
