I'm used to hearing this a lot when I call some of my friends who work in the U.S.A embassy before they left my country.
I'm wondering do they have the same emergency assistance in Israel too? & does it work there?
They have "State Department Advisories" for US nationals. They can't help if no one calls!
Also, you have to respect the laws of other countries. There is not much they can do if you knowingly put yourself in harm's way.
They will provide assistance if you get arrested, but in the situation you described with alot of media attention, they will ask for an investigation.
When there is a situation in counries where there is no diplomatic relations, another country will be the go between. I.e. Iran, North Korea, etc...
