It was directed towards those whose 1st and foremost, written and spoken language is English. When I went to school (which wasn't often)reading,writing and arithmetic were at the top of the agenda.
I know its not completely their fault, as a society we have excepted it. If someone texts me I usually end up ignoring it because I cant understand it - might as well be in a ferin language. The math skills are no better. If you don't believe me you will the first time you're at a cash register and the power goes out and the till no longer tells the cashier how much change to give back. The calculator on their phone might save the day. Usually they just stand there doing goldfish impressions.
