Sure what does he want it back for? It's only worth 25% of what he paid for it. Unless he's got someone else he wants to give it to.
if they were to be married and have now split up why keep the ring, would it not just remind her they broke up? unless she thinks he may get back with her

As a general rule I believe if he broke it off, she can keep the ring but if she broke it off, she should give it back. Whoever broke the engagement gives up any right to the ring.
