I disagree that most people are afraid to express their interest or feelings to another. While you can "like" someone, there is a huge difference between "like" and "love". there are many people that are too proud to express/expose their feelings and desires, but once they do so, they can either move forwards or move on.

I think if you get to the stage that you think it might be more, then it would be a mutual communication between the two parties and that both would be saying things to let the other know that they are interested in pursuing it further.
