You of course, by saying 'all,' mean the United nations Security Counsel who were the ones who authorized this action right?
I would say yes, the entire world is complicit however, blame may be placed directly upon Saddam Hussien who could have easily, and I mean easily - easier than me posting these words, could have easily have averted all war and strife simply by adhering to the ceasefire conditions and UNSC Resolutions 660 to 1441.

Now, as for DU, it is a horrible thing in my opinion having lost two close friends to cancer shortly after their tours in the former Yugoslavia. I suspect DU was the cause.
However, one must look at it this way - in war, you are attempting to win a military battle, not make friends with the enemy or look after his people but to destroy his military assets while allowing him the least opportunity to destroy yours. Hence, to have a weapon that is superior in range and power and armor that is superior in same puts you at an advantage.
So, given that everybody knows not to attack the US when it is carrying out the legal will of the UNSC, why on earth would any moron not adhere to those ceasefire terms and resolutions?
The mandate of the US and GB is not to save other nations peoples lives when those nations invade other countries. Their mission is to follow the UN and their law and to set things straight taking minimal casualties to their own people.
Saddam's mission should have been to safeguard the lives of his own people and, given the far worse weapons were on the table, one can argue that he got away lucky if DU was the worst of it.
