I had an internet stalker from another website who wouldnt take no for an answer. He followed me all over the net to every site and forum I visited, even ones related to my hobbies and interests. He was really ticked at my involvement with Irish issues. He was a brit living in Australia. He stalked me by phone, email and websites. I got every website moderator to block him, I blocked and deleted him, refused his calls, etc. eventually he gave up, after about a year.
I know from 12,000 miles away he really couldn't hurt me, but it was creepy anyway. I just had to remember what's the worst he could do, type at me?

I'm assuming we're talking about real life flowers and messages as unwanted internet contact is reasonably easy to block.
Charli, if you've already been upfront that you're not interested, he's actually being incredibly disrespectful of you in continuing this contact. I've been in this situation myself and it wasn't flattering - it was scary.
You'll have to be blunt - I'm afraid he's made that necessary.
You need to contact him and tell him that as far as you are concerned this is now feeling like stalking and that you are angry and upset. Tell him that you want all contact from him to stop and assure him that there will be consequences for him if he doesn't.
