From what I am reading and my own understanding of the situation, unless Congress pulls its head out of its patootie, then those that receive SS/SSI/SSDI, etc.; will not receive their checks on their scheduled date. This also include military retirement benefits and military pay. I believe that Congress will pull a last-minute "we all agreed and are now buddy-buddy with one another" hat trick and in less than nine months, we will be back at the table arguing and fighting.

Here is what my Senator told me in an email: (After I sent him one)
"Recently, Obama stated that Social Security checks may not be issued if the debt ceiling is not increased. While it is true that some federal programs may have some funding suspended, it is ultimately the decision of the President to determine which checks to write, whether they are for social security, foreign aid, health care, etc"

I did, I emailed every senator and rep in my state. I've have two responses one from a senator and one from a rep.

I tend to believe the article....except I do not believe the President has the authority to "stop" the checks....And even if he did have the authority to stop the checks why would he stick his neck out there a mile when he knows the biggest voting block is the people who recieve the checks.He is just not that stupid.....

Within minutes ago on CNN, a congressman said that all foreign aid checks will be paid regardless of what happens. If S.S. checks aren't issued, Obama might just as well pull out of the presidential race NOW !

It's bad enough that most have stopped receiving their unemployment benefits but if they stop SSI and military payments; how many individuals do you think will be forced to go further in debt or move in with others (such as family/friends) in order to just survive?
