I was in a similar situation for three years. One day after 3 years I asked him directly what I meant to him and if there was any possibility for a future between us. He couldn't give a direct answer but said he wanted to be with me but there was a number of issues for consideration. I didn't think those "issues" were valid so I stopped seeing/contacting him. It was hurtful with lots of tears at the time but I saw no point to continue.
In few months after that he sent me a whole bunch of texts, emails and postal mails saying how his life was awful without me. So we met up again, he said this time was "to discuss a future which I believe the destiny has mapped out for us". He didn't say a word about that! On the last day before he left for the airport I told him mildly that this is the complete end of the relationship. I had had enough and didn't want to wait for him any longer.
I would suggest you to talk to him directly. It is a waste of time waiting for someone who is not capable of making decisions.
If you have feelings for somebody else and it's not mutual then it's best to move along to the next potential partner. No need wasting time on someone who doesn't fully appreciate you. You've got to have more of a degree of self esteem than that.
