If you don't have time for a relationship, then it is the wrong time for you. Especially as your partner will probably also have a life, friends, family and commitments.
'Casual Dating' is fine, if you are busy, as long as you both know that is all it is. To build a relationship you have to be available to spend time together and to have conversations.
