Stay in the cbd, and hop a tram/light rail down to St Kilda for Luna Park. Gives you more options for places to stay and things to do. There are at least 3 tram routes that run past/near Luna Park

If you stay in the CBD there is a free city circle tram that operates through the day and also a tourist shuttle bus that also operates through the day This link also has info about the skybus from the airport.

here is a link for the public transport in Melbourne and you can buy a myki ticket for $14 A full fare myki Visitor Pack costs $14 and includes $8 myki money for travel. A concession, child or seniors myki Visitor Pack costs $7 and includes $4 myki money for travel.

have fun planning and even more fun doing

Go online at places like hotels dot com to find a hotel in your range .
I used a company called sunbus to pick me up at the airport and drop me at the hotel . And then to take me back to the airport !!
