It means that someone in that field is researching/developing devices that help monitor heart rates of patients without the need of being in a hospital or care facility. Those devices are mobile, such as your cell phones, Ipods, GPS and such.

You're welcome, Ali. Medical technology is advancing at astounding rates these days. Recently I went in for my yearly check-up and a nurse placed a small, hand-held device on my forehead. It gave her my body temperature, pulse rate, blood pressure... all in a matter of seconds.

Now, if it had given me the winning combination to the super lotto, I would have been more impressed! laugh

Who ever wrote that sentence Ali, s/he is saying that s/he is working on developing a sensor for heart rate monitoring, however there are already a few on the market.

The apple-watch does it.
“Measures heart rate: Using a custom heart rate sensor located on the back of the watch, you can measure your heart rate at any time. Using the Watch's Taptic Engine, you can also send a friend your heartbeat (yes, seriously)”


Also there is on the making other type of remote monitors for health-check purposes.

What would be different of what s/he is doing from the heart-rate-monitors in the market?

To take a guess, I'd say they're trying to find new ways of improving them. As I stated previously, medical technology is advancing at astounding rates. This would suggest that what we have now, may very well become obsolete tomorrow...figuratively speaking, of course.
