Sprinkle cayenne pepper on the soil around your plants, it worked for me
You will need to replenish it after heavy rain but in time the cats will avoid the area.
This is why I no longer have cats, if they're free to roam they foul other people's gardens and kill wildlife but if they're kept indoors they never experience nature or fresh air plus I detest the smell of litter trays.

I have two other strays outside who come for food. I keep trying to tame them a bit, but they seem happy with life as they know it. Maybe one day..
