alcohol removes most, if not all, of a person's inhibitions. so yes, a person would most probably speaking the truth, unless he's pretending that he's drunk.

Sometimes people don't say the truth, but will say very hurtful things when hammered. I had an ex-girl who was so sweet when sober, but after a few drinks, she'd say the most horrible things to anyone within earshot. I don't think she was telling the truth of what she thought, just trying to be mean....
