a lot of people use cell phones where there are no long distance charges. so if you have a land line you might be sure to tell them that you are paying long distance.
in your situation I will tell them that I have a minute phone and ask them to call me back or have the other party hold or I will call later but I won;t hold - it uses my minutes
i'm assuming if it's a friend, that they'll know if they are calling a cell or a landline. but even so..if i call, and i'm told they've got another call coming thru, i'm good with them calling me back as i'd rather be busy doing my own stuff than sitting on hold. as for cost, if they call back..it's their cost..lol. win/win.
I'm a caregiver, and often get calls while I'm talking to my patient. Fortunately, my patient is quite understanding about me taking the other call. But I understand the frustration of someone calling and being put on hold for call waiting. It's like, "Oh, so the other call is more important than my call? Why did I even call, then?" The only number I give out is my cell number, which has 1,200 minutes or so, and I have free nationwide long distance.
My kids and friends all have the same agreement, if placed on hold and not gotten back to in two minutes, we or they don't take it personally, we just holler back to each other.

Emergencies are a whole other story ...Thank God!
Speaking of emergencies, we used to be on a party line with 4 families on the same line. One day, a woman interrupted my conversation, saying she had an emergency. I let her have the line to make her call. The emergency? She called a local tavern to tell them her husband better get home, pronto, or else!
Sure I will simply tell my friend that I will hang up my phone. If my call is an emergency one, I will continue by texting then. Therefore my friend will know why I called.

OMGSH hugger...We had a party line too when I was a young girl! I remember my older brother getting on the line and telling the "Ms Yacky" that our brother fell down the stairs and we needed the line open, he was only trying to call his girlfriend...shame big brother of mine!!!
