that actually sounds like a trumped up media version of life here. It is the legal system we have the governs the principle of "your rights end where mine begin." That's why we have things like discrimination and harassment laws, noise ordinances and building codes and the like. We need such things for those who can't figure out on their own how to not be offensive lol. Most people who enforce that (or try to ) with a pistol will end up in the hooscow...unless it was in self defense.

But someone has to kick up a little dust first
Those who interrupt a speech, debate or conversation are putting their own narcissism ahead of the rights of others and need ejected
and educated on when is the appropriate time or means to make their inquiry or comment.

there is no real freedom of speech or expression.
i doubt there ever was.
just different degrees of acceptance governing what is permissible.
as for interrupting..
i think it would depend on the individual circumstances, and i can't give you a generalized answer..
there's a time and place if you want to be heard.
and that assumes someone wants to listen....
