It's like in lord of the rings the power of the one ring is entrusted to Frodo because he's country folk with absolutely no ambition. The one who didn't necessarily want the power is the one who carries the one ring. It's nothing to do with the modern personality of careers and commerce Tolkien and Frodo were conservative in the proper sense traditional. It was contrary to the way modernity thinks. Anti-urban, unambitious.

As a general rule you're looking at a backward place where people can still be trusted, a perspective from where a clever man can see all ends because his society is 50 years behind the rest. Wholesomeness and relative simplicity with the future easy to predict. Those are the better odds for a better dictator although patience would be a better thing. Patience and strength free from the desire to make the future happen more quickly.

How about Wladimir Putin? He's a creepy dictator, killing his enemies with poison or getting them shot.
Who believes him these days? After every murder or crime he says: It wasn't us, I don't know anything.
What a scary guy...

I read Tito's biography. He was good, fought and led well as a revolutionary. He was liked but later in life his wife appeared to influence him, and he himself changed.

He became president for the first time on 01-01-2000 professor
Later he changed chairs with someone for a while (don't remember who, but I bet it's easy to find on the internet), and later changed back
