Off course it is. Can I count the portuguese people around the world?
Only those who keep the portuguese citizenship. The portuguese people inside the country, plus those ones who keep their registration in the Consulates around the world.
Then we have some "millions" portuguese decendents, married with other people, who knows? Even the second generation of portuguese people in European countries, a lot of them are not keeping portuguese documents anymore. Just the parents, not many of their sons and daugthers.
With a passport expired for almost 40 years you are not counted in your original country as a citizen any more. Sorry to disappoint you.
In Portugal we can not count the Gypsies and I think the same in Spain, for the simple reason in our birth certificates, THERE ARE NO REFEERENCE REGARDING ETHNIC GROUP or what some call "RACE".
Gypzies in Portugal and Spain and in France and in th UK, just us an exemple, they are citizens with all they rights. In Portugal on an ID card or a passport of any portuguese citizen there is nothing saying you are Gypzy, or jew, or black, or chinese, or even argentinian...

When I say this, I am also not saying that this is a typical example, the English and my father is English, do hang off the shirt sleeve of being well known for their dry, sharp wit, so while they feel it is funny, they cannot sometimes understand why other nationalities do not find them amusing...
The United Kingdom, is a very class ridden soceity and it falls out about it so many times, not to mention the colonies they own and the British Empire and while that may sound as though they have not got over themselves, it is meant that way. Not something they mean to do, it is simply that they were a super power and are still sure that they are. Their language is spoken globally, so they have little patience with people who do not speak the language, yet they are the laziest when it comes to other languages, more so making a fool of themselves.
That being said, again, I am not stating all, on a positive note, the English are wonderful, sometimes aloof people who do deliver a somewhat sarcastic tone in their deliverance and they can be all you say and then some.
And I mean all of that in the nicest way... Given that I am a Brit and my father is English, living on the continent, and exposed to the nationalities that I am, I can definitely see what you see and what many others have said...

They refuse to join the Euro. Very precious about their pound sterling...
I cannot really explain that one, abbiye, I think stingyness is more of a personal thing than a cultural one. Not to mention the country is very expensive.
My mom always talk me that the good man for a woman is the English men.. why....??... because they are more gentleman, Patience, more respectful and calm... since I was young.. always this man are in my thought ... perfect for me.. I can imagine him seat on the chair with a book on the hands and the pipe in his mouth... in cashmere....
