Yes I believe people can change....most of the time.
Each milestone in our lives, starting school, graduating, living independently, getting married, having children....it goes on, proves how we change or adapt. However, there are some strong character traits which are almost impossible to change, whether they be good or bad, just like the extreme examples you gave.
As for relationships, well I think the key word is compromise rather than change.

We are constantly changing. My Grandfather used to say "everything must change to stay the same". I never understood it until i made the decision to change part of who i was. For reasons i won't go into it was the best decision i ever made. If i can do it, so can others as they are no different from me.
