I agree with you...would not invest in a city that lacks infrastructure to handle mother nature...that said...wouldn't live in a city that is below sea level...
ken I remember you telling me about your job there...thanks for the background info about New Orleans...hard to imagine that the Fort was approved to become a city...knowing that it was plagued with such problems...as far as the infrastructure...well if they are not building it up to the engineer's recommendations...another category 5 hurricane may damage the city again...but I hope they continue to improve their evacuation protocols...
crazy Stereotypes do exist but some relationships are not exclusively about money...but in saying that...having a bit of money doesn't hurt...it isn't the only factor...certainly enjoying each others' companionship and having similar interests is key...
The hurdle in these relationships is the different culture or values they may have...but it maybe worth it...IMO...

moc If the city was one hundred percent evacuated...no deaths...and the economic challenge of rebuilding has many not wanting to go back there to live...they probably had a false sense of security in the levies...but yes...I see your point...thanks for your comment!!
angel Some people are nostalgic about their city...but sometimes there are risks living in a place that is below sea level...but evacuation plans and emergency response should have to be highly organised...
captain It is sad to hear of people losing their life because they were too poor or sick to evacuate...or the ones who stayed behind because they thought the levies could manage a hurricane of such magnitude...
captain That is why I thought this documentary is really interesting...it gives a brief history about people moving into that land and the problems with building in areas that are below sea level...infrastructure maybe a solution to the problem but they are not completely fail proof...if your city calls for an emergency evacuation...I would listen...
sands I doubt some people will return...leaving with nothing but hope...the levies have rebuilt and the new pumps installed but unsure if they listened to the experts' (engineers) opinion regarding category 5 hurricane...I wouldn't want to live there if I had property there...imagine the expense...leaving when hurricane season is upon you...then coming back to nothing again...
sands That is what the experts suggested...and the video shows where the levies broke when the hurricane was only a category 1 or 2...leading them to discovery of the undermining that happened...
How much monies was spent on housing those left in the aftermath...or the clean up?...I cannot imagine the amount...a tragic situation...
sands If it is that costly...perhaps it is time to move inland...one expert suggested that allowing the wet lands to return which would help the problem with surges...but there is no guarantee as you said to completely make people safe when hurricanes hit...but I think many will evacuate now that they have lived through that experience...
derty If you watch the documentary...it mentions that the pump systems were not designed to deal with the amount of water from a storm such as this or pumping the water out of the city...adding to the problem the levies were undermined...not properly constructed... In any city where hurricanes are going to take place...the government needs to provide these cities with monies to upgrade such infrastructure and listen to those with knowledge regarding such matters of evacuation planning not to mention their predictions...they predicted that New Orleans would sink if a category 5 landed...
The people that stayed behind were not properly informed or not given the financial help to evacuate...and adding to that there was inadequate response/help to attend to the crises in the aftermath of the hurricane...IMO...
