Two possibilities come to mind. One, he is afraid you may reject him for his looks or a disability he hasn't disclosed. Or two, he has a main woman he's interested in but wants a woman or two in the background in case things don't work out with her. If I were you, I wouldn't wait to find out. I wouldn't waste anymore time on him. I think you deserve better treatment than this
I don't see anything wrong with not responding to mail/a flower if you're not interested. People will get the hint and move on. I think it's rude to send a "thanks, but no thanks" reply. That's awfully arrogant and potentially embarrassing to some people.
