The truth is that the wealthier those around you are, the better off you are. This is very important. The more wealth your neighbors have, the more they can buy. The economies of scale drive prices down, increasing your standard of living, and decreasing your cost of capital so you can increase your productivity and further increase your standard of living. One man possessing enormous wealth does in no way negatively affect any other people, unless he uses that wealth as a means to initiate force.

The saying should be: the rich get richer and the poor get richer. Everyone gets richer under capitalism where they are free to do so.

Do The Poor Suffer Under Capitalism?

The rich get richer and the poor get poorer. So the saying goes. Opponents of Capitalism like to claim that the poor suffer because the rich are constantly increasing their wealth and using it to oppress the poor. They see the successful as a parasite somehow living off the suffering of the unsuccessful.

The fallacy here is that wealth and success are zero-sum - one man's gain is another's loss. That there is a pie to be divvied up and one man's larger portion is another's smaller portion. Under this false premise the above would make sense - the rich have more (it doesn't matter how they got it), so the rest have less. How unjust!

The truth is that there isn't one big pie being divvied up. There is a separate pie for each individual, each sized according to how productive he is. Every man's consumption is a direct result of his production. One man's effort and consumption in no way negatively affects another's.

There are two common sub-fallacies to the notion of zero-sum wealth. The first is that if one looks around at any given time, there is a finite amount of stuff to behold. Yes, at any instant there is a finite amount of wealth which is somehow divided up between owners. But what must be taken into consideration is that every piece of property was created. Everything that is somehow valuable to anybody was created in some way - the value was unlocked in some way. An item was either manufactured by someone, discovered by someone, or the use of which was invented by someone. The potential wealth of any man is practically unlimited, any creation, invention, or production that he may make does not diminish to potential of any other person.

The second sub-fallacy to zero-sum wealth is that because there are limited natural resources, and those are all owned, then those without resources have no way to generate wealth. The problem with this is that it's wrong on two accounts. First there is no limit to natural resources, unless you consider that limit to be the entire mass of the universe. The ultimate resource is human labor. (See The Ultimate Resource 2 by Julian Simon) Which leads into the second problem which is that those without resources have no way to generate wealth. With human labor as the ultimate resource, and each man the owner of his own labor, each man has the potential to gain anything he wants - depending on his productivity.

Those who view the disparity between rich and poor as an indication of tragedy usually want to rectify the situation. But the only means to achieve egalitarianism in a world where each man has equal rights but unequal ability is to trample those rights. The only tool available is force. And no amount of force will make men more able, force can only make men less able. The only means of making "the poor" successful under capitalism is to destroy the rich. But because wealth is created and consumed individually, this won't make anyone better off for long. You can kill or rob a successful man and live off of the fruits of his labor for a while, but you will have killed the tree, and once those initial fruits are gone, there are no more where those came from unless you find a new victim to rob. This is a pyramid scheme that can only end in death for all.

So how would you describe the overall mood of the White House these days? Troubled. Concerned. Uncertain. And angry. A lot of anger.



And what about the mood of the president himself? The same.



You have been kind enough to leave our readers with a tidbit of information to further prove the validity of your claims. What can you leave us with this time regarding what is coming from the White House or the Democratic Party that has not yet been picked up by the mainstream media?



Just prior to the midterm elections, a significant figure within the party is going to break out and talk publicly to the media about much of what has and is going on both at the White House and Congress. We need to have a bit of a cleansing process as a party, and this individual is now willing to do just that. It may actually be more than one. From there we can start the process of rebuilding and recovery. It will be much the same as we did back in 1994. That playbook is still as legitimate today as it was then. Don’t count out the Democratic Party – we will be back, and back in a big way, and I still believe back in time for 2012.

Well, Mr. Obama should have taken all things into consideration before opening his mouth to the American people! I mean, really… Don’t make a single promise you CAN’T keep! And now he’s depressed… I say, welcome to the club! Americans have been paddling that boat for some time now, most are barely making ends meet, and Obama is depressed. GOOD! Very frequently, a person like Obama is misdiagnosed with severe depression, when, in reality he is bipolar. He may be on the wrong medication if he is being treated for severe depression. me one with mood swings and charisma is most usually bipolar.
He is a National security risk if he is being tree by a psychiatrist and should be removed from office.

If I had all of the baggage he has regarding hiding his past….birth certificate, school records, SSN, selective service, etc., I would be severely depressed! There must be a tremendous amount of pressure worrying about when the truth will come out!


Well, I guess it’s nice that some of these yahoos who have had White House access are actually starting to figure out what many of us knew 3 years ago. I was telling family during the 2008 campaign that obama was only playing a role….only this time it was high stakes: a role as wannebe POTUS. He’s never done anything in his life but—play a role.

I’m sure sorry that reality is too hard on him.

I’m sorry for the country. He should be tried for economic treason for what he’s done to this nation.

But you indicated before you did not think another four years of an Obama administration would be good for the country. And now you are saying he is suffering from depression. Why would the Democratic Party want to run Obama again in 2012? Well for one, he’s the sitting president. To attempt to not have him as our nominee would be a significant disruption to the party, a disruption that may prove difficult to recover from in the near-term. Second, I stated that another four years, if they were like these first two years, would not be good for the country. I still believe that, but also I am still hopeful the president can realize his potential, reinvigorate himself to the job, and become the president I and others still believe he can in fact be.



So just how bad is the president’s depression? It is my understanding it is pretty bad.



Is he being treated? You will need to be more specific, do you mean by a doctor?



Yes. Well of course he is being treated. He’s the President of the United States.



What I mean specifically is medication. Is the president receiving medication for his depression? (Long pause) I believe…yes, I believe he is. I believe he has been for some time actually. As to something more specific, I do not know. Nor do I care to say.



Just to confirm then – it is your belief that President Obama is on anti-depression medication? Yes – that is what I just told you.



And you are ok with my printing that? Yeah, or I wouldn’t have told you. I see no shame in being treated for such a condition. I think it much better someone dealing with that kind of thing by getting proper treatment. It’s far better than the damn smoking.



Smoking? The president is still smoking then? Yeah – I thought that was pretty common knowledge. Yeah, the president is still smoking. The problem is, he’s apparently smoking a great deal, and for a man approaching his 50th year, having smoked for so long, that cannot be a good thing. I’ll put it this way – the smoking is considerable enough that it has become an issue.



An issue? Who has the issue specifically? I would assume his family. I know the White House – his staff. Certainly his doctors. They have noted the increase in his smoking over the last year. It has apparently alarmed some of them considerably.



So what are we talking about here? More than a pack a day? Oh yeah, more than that. The guy is under a lot of stress, that is no secret. I smoked for a long time myself. It is a very tough thing to quit successfully, so I certainly know about the struggle to try and do so.

So why then should your opinion on the condition of President Obama be viewed as legitimate? I certainly understand a healthy dose of scepticism. I still wish to remain anonymous, and for those still supporting the president, I would understand how they would wish to dismiss any reports that diminish President Obama in any way. The fact remains though, I know what I know. And I know what I have been told by very reliable sources still at the White House. There are staff increasingly dissatisfied with this president. When that happens, word starts to get out.



But still…(interrupting) I would also add what you well know. I have been quite accurate on my previous discussions with you. I indicated there would be a mass exodus of staff from the White House days and even weeks prior to those leaving became public. Larry, David, Rahm, and more have or are in the process of leaving. Your readers need only check the dates of when you published with the public announcements of those departures to confirm that fact. I have been very truthful. I indicated Pelosi was under intense pressure and challenge from within her own party. That has also proven to be accurate. What I have told you to date has been the very thing that has developed surrounding the White House – and what I am telling you now is also just as accurate.



But why share it with me and not others? (smiles) Well, for one, we know each other, correct? There is that. You do your little blogging ventures, both great and small, and I do my thing. Second, I am using you just as much as you are using me. Let’s not pretend that is not the case. If someone who could do me harm professionally for having shared this information with you attempts to do so, I have a certain degree of deniability based on your own near inconsequential standing – no disrespect intended. I would also add that you are not the only one I am talking to. Lastly, call this process a test balloon, the kind that is often run up in politics. We are gauging the reaction by those within the party, as well as critical supporters outside the party. In essence – can we count on Obama for 2012? We are conceding November 2010. We are about to get our asses kicked. Ok, so be it – let’s get our –expletive- together for 2012. The most critical component of that of course, is Barack Obama. Will he hold up? Can he prove as effective a candidate for 2012 as he was in 2008?

So you state that President Obama is depressed? How did you come by this information? From a direct source still working within the White House on a daily basis. As I had stated previously, tensions at the White House have reached a critical stage. The infighting among staff is off the charts. More recently, the president has increasingly withdrawn emotionally from the day to day demands of his job – he has become what was described to me as “empty”.



Empty? That is correct – empty.



Do you mean to say the president is not doing his job? Not exactly. He is there, he is getting briefed throughout the day, but President Obama appears to have emotionally shut down, not entirely mind you, but a great deal. It has worsened since I was last there. His natural detachment has become almost chronic to the point of being disconcerting to staff around him. It appears President Obama is suffering from severe depression.


You’re not a doctor, how are you qualified to make such a charge? No, I’m not a doctor, but from all the reports coming back to me, and from what I did see with my own eyes prior to leaving the White House myself, I think it is a very reasonable assumption to make. President Obama is emotionally shutting down. He is a terribly depressed man.



And why do you think this is happening? Well for one, he was completely unprepared for the job of being President of the United States. The demands on one’s time, the emotional and physical toll, are considerable. Second, the failure of the administration to effectively communicate to the American people. You have to understand that Obama believed that his ability to orate would be enough – that is proving to have been a considerable mistake on Obama’s part, and he is not dealing particularly well with that reality.


But you are no longer at the White House, correct? That is correct.

And about the time we are belting out "Auld Lang Syne" this holiday season, President Obama will raise all five income levels of tax categories between three to five percent.

Ironically the president will be raising the rate on the category that is home to seventy-five percent of all small businesses in America -- they will be socked by the largest increase.

I call it ironic because it is the small business community in America that hires 2 out of every 3 new workers in America.

Eventually it all adds up.

And then there was Monday's announcement. In Wisconsin, the President Obama proposed a $50 billion investment in long-term infrastructure projects that he claimed will stimulate the flailing economy, create jobs and refill the exhausted federal highway trust fund. But it's very unclear whether or not this proposal will ever be passed by Congress before the November midterms.

The president has not been pushed on this issue by the press. The president's team pretends that these realities do not exist. The president himself is willing to perpetuate the false notion that the stimulus package set up a "recovery summer" that in truth ended up in greater pain than it began with.

None of this takes into account the additional costs that will be incurred by taxpayers when the full implementation of President Obama's control of one-sixth of the economy through the manipulation of how we receive health care benefits kicks in. And not that it has a great likelihood of passing this year, but if by some miracle it did, the Obama tax penalties that would be incurred by every citizen in the nation under the proposed "cap and trade" legislation would add even greater misery to the growing pile.

All of these pending tax increases will be put into effect against well more than 95% of American tax-payers. Speaking of which that certainly contradicts his most famous campaign line.

In 1929, Yale economist Irving Fisher made note of a number of trends led to the worst economic depression in our nation's history.

Guess how many of these same trends fit into today's scenario:

• Debt liquidation and distress selling
• Contraction of the money supply as bank loans are paid off
• A fall in the level of asset prices
• A still greater fall in the net worths of business, precipitating bankruptcies
• A fall in profits
• A reduction in output, in trade and in employment.
• Pessimism and loss of confidence
• Hoarding of money
• A fall in nominal interest rates and a rise in deflation adjusted interest rates.

President Obama is ignoring and misrepresenting the rate of growth (or lack thereof) in the job numbers, and his economic team has laid the groundwork for the harshest attack on small businesses and every family in America that pays taxes effective January 1, 2011.

By every indicator this observer can see, we are poised for tragedy... and I didn't even get an Ivy League education!

The longer President Obama refuses to acknowledge the direction of our nation's economy the greater the impact will be when the looming depression that awaits is named in his honor.

For a leader who has had the advantages of an Ivy League education, our president seems to be an exceedingly poor student of history. But in 120 days no one will be able to dispute that the economic mess the United States finds herself in belongs to anyone except the man in the White House.

The basis of this reality is rooted in two truths that became quite pronounced last week. The first is that President Obama is ignoring the very real direction the nation is headed. The second is that he is purposefully ignoring the impact his looming historic tax increases will have. Both are contributing to the pessimism that overarches the morale and tone of the entrepreneurial framework of the future.

Last week President Obama spoke to the White House press corps -- and by extension the nation -- to claim that the nation saw job growth of 67,000 jobs in August. Even if this number was real it would be a pitifully tiny percent of the 14,885,000 who are both on unemployment (1 in 10 Americans) as well as those 23,768,000 who are underemployed (working but not earning enough for basic needs -- 1 in 5 families).

The bigger problem for the president, however, is that the number isn't real. The fact is the nation saw 114,000 people added to the unemployment lines in August and the net jobs lost for the month sat at 54,000.

In all the "summer of recovery" -- as declared by both President Obama and Vice President Biden -- saw 238,000 more jobs disappear. Telling the nation that his plans have taken the economy in the right direction, and implying that the nation is seeing a recovery in the area of employment is either willfully dishonest, or painfully, even treacherously naive. At the rate of this "recovery" another 317,333 workers could be sitting on the sidelines before the end of the year.

Additionally we are now on track to see the single largest collection of tax increases ever proposed take the Obama economy even further into the tank.

In less than 120 days President Obama's plan to add a collective 18.6% to the federal tax burden will continue the economic downward spiral into record breaking Depression-era territory. -- And remember this is all from the man, who said repeatedly --on the campaign trail -- that he should be elected expressly to prevent the nation's economy from falling into complete deterioration.

Instead, the unemployment that was growing in the transition period from Bush's reign to Obama's reign has exploded to double what it was under Bush. Even worse this means that while 14,885,000 Americans are claiming unemployment assistance, some 23,768,000 families are presently struggling to hold on through work that they have but are unable to meet their basic needs.

The number of people in poverty rose to the highest level on record in 2009, the Census Bureau reported Thursday, pegging the U.S. poverty rate at 14.3 percent.

The national rate is the highest since 1994 and among the working-age poor the highest level since the 1960s. The Census Bureau says that about 43.6 million people, or 1 in 7, were in poverty last year. That's up from 39.8 million, or 13.2 percent, in 2008, and the largest number since poverty estimates were first recorded in 1959 -- the U.S. population has also grown by more than 130 million in that time.

The statistics released Thursday cover President Obama's first year in office, when unemployment topped 10 percent in the months after the financial meltdown. The report comes at a sensitive time with the midterm congressional elections just weeks away and lawmakers trying to show their efforts have helped drag the economy out of a rut.

While the poverty rate was the highest since 1994, it was lower than estimates of many demographers who were bracing for a record gain based on last year's skyrocketing unemployment. Many had predicted a range of 14.7 percent to 15 percent. Analysts credited increases in government pension plans and extensions in unemployment benefits.

"Given all the unemployment we saw, it's the government safety net that's keeping people above the poverty line," said Douglas Besharov, a University of Maryland public policy professor and former scholar at the conservative American Enterprise Institute.

The number of people lacking health insurance also rose from 46.3 million to 50.7 million, due mostly to the loss of employer-provided health insurance during the recession. Congress passed a health overhaul earlier this year to extend coverage to more people.

The median -- or midpoint -- household income
was $49,777, similar to the 2008 figure.

Other census findings:

--Among the working-age population, ages 18 to 65, poverty rose from 11.7 percent to 12.9 percent. That puts it at the highest since the 1960s, when the government launched a war on poverty that expanded the federal role in social welfare programs from education to health care.

--Poverty rose among all race and ethnic groups, but stood at higher levels for blacks and Hispanics. The number of Hispanics in poverty increased from 23.2 percent to 25.3 percent; for blacks it increased from 24.7 percent to 25.8 percent. The number of whites in poverty rose from 8.6 percent to 9.4 percent.

--Child poverty rose from 19 percent to 20.7 percent.

In 2009, the poverty level stood at $21,954 for a family of four, based on an official government calculation that includes only cash income before tax deductions. It excludes capital gains or accumulated wealth, such as home ownership.

As a result, the official poverty rate takes into account the effects of some stimulus programs in 2009, such as unemployment benefits as well as jobs that were created or saved by government spending. But it does not factor in noncash government aid such as tax credits and food stamps, which have surged to record levels in recent months. Experts say such noncash aid tends to have a larger effect on lowering child poverty.

Beginning next year, the government plans to publish new, supplemental poverty figures that are expected to show even higher numbers of people in poverty than previously known. The figures will incorporate rising costs of medical care, transportation and child care, a change analysts believe will add to the ranks of both seniors and working-age people in poverty.

At the same time, the fraction of American households not paying federal income taxes has also grown—to an estimated 45% in 2010, from 39% five years ago, according to the Tax Policy Center, a nonpartisan research organization.

A little more than half don't earn enough to be taxed; the rest take so many credits and deductions they don't owe anything. Most still get hit with Medicare and Social Security payroll taxes, but 13% of all U.S. households pay neither federal income nor payroll taxes.

"We have a very large share of the American population that is getting checks from the government," says Keith Hennessey, an economic adviser to President George W. Bush and now a fellow at the conservative Hoover Institution, "and an increasingly smaller portion of the population that's paying for it."

The dimensions of the budget hole were underscored Monday, when the Treasury reported that the government ran a $1.26 trillion deficit for the first 11 months of the fiscal year, on pace to be the second-biggest on record.

Beck, Sarah Palin and others who are summoning people today to join them to restore the honor of America, whether intended or not, are following in the footsteps of Dr. King. He spoke prophetically about their generation. Yes, he had a "Dream" that young Becks and Palins, when they became adults, would join hands not only with members of their "Tea Party," but, all Americans of goodwill, regardless of their race, color or ethnicity, to restore the honor and values enshrined in our Declaration of Independence and Constitution.

Civil Rights leaders who justifiably stake a "proprietary" claim to the legacy of the March on Washington and Dr. King's "Dream" 47 years ago should reach out and extend the hand of fellowship to Beck and his followers. Subject to the eventual content of the program planned on that anniversary date, we should, in the tradition and legacy of Dr. King, welcome and extend a hand to all persons who are committed to social justice, equality and restoring the honor of America.

Those of us who are blessed by longevity and privileged to have played a strategic role in the success of our "March on Washington" at the Lincoln Memorial where Beck plans to assemble his followers should be especially proud of our efforts. It was through our example and those of more than 250,000 of our multiracial brothers and sisters that summoned our fellow citizens to restore our nation's honor and values upon which our country was founded.

His rally is schedule to occur at the same place, 47 years later to the date, of Dr. Martin Luther King, Jr's "I Have A Dream" speech to more than 250,000 people assembled at the March on Washington for Jobs and Freedom. Mr. Beck summons us to "come celebrate American by honoring our heroes and our future."

I don't know whether Beck scheduled his rally by design or accident to coincide with the anniversary of Dr. King's historic address at the same venue. He says it is a "non-political event that pays tribute to America's service personnel and other upstanding citizens who embody our nation's founding principles of integrity, truth and honor." Until otherwise indicated, we take him at his word.

In his website invitation to persons to join him in Washington, Beck reminds us that, "throughout history America has seen many great leaders and noteworthy citizens change her course." He says that "it is through their personal virtues and by their example that we are able to live as a free people."

I have already heard comments on the cable television political news shows criticizing him for holding his event at the foot of the Lincoln Memorial on the same date where the March on Washington took place. There may or may not be a valid basis for criticism. It does not appear so from the words used to describe his event. Only the reality of actions taken and words spoken this Saturday will show whether such criticism was valid.

Beck and his followers have a unique opportunity to commemorate Martin Luther King, Jr. as an extraordinary example of one of America's "great leaders and noteworthy citizens," who by enabling our country to peacefully end American apartheid, changed our nation's course for us to live as a free people. The substance of Dr.King's speech 47 years ago at the Lincoln Memorial was a plea to America to "Restore its Honor." Or, in the words of Beck, "to restore the values that founded this great nation."

In collaboration with Stuart Connelly, I recently completed a book, describing the original "March On Washington" event, in real time, for today's generation. Titled Behind The Dream: Inside The Speech That Transformed A Nation, published by Palgrave Macmilloan (out on January 4, 2011), we provide a firsthand, never-before-told, story of the behind the scenes, discussions of the organizers of the MOW and a detailed description about the preparation and delivery by Dr. King of his famous speech. We recommend our book to Beck and his followers to refresh their recollection of the magnitude of the great debt our nation owes to Martin Luther King, Jr. for his efforts, in Beck's words, to restore America's honor and the "the values that founded this great nation."

Those of us who worked on convening the "March On Washington" during July and August 1963 are envious of the technology now available to organize and coordinate such an event. In our book I comment on the possibilities of how much more effective our rally 47 years ago at the Lincoln Memorial would have been had we had the use of the internet and various PDA platforms and cell phones. A review of Beck's "Restoring our Honor " website makes one's nostalgically ask, what if we had had this or that technology tool available to us as we planned and executed the March on Washington on August 28, 1963.

On Sept. 13, 1814, Francis Scott Key visited the British fleet in Chesapeake Bay to secure the release of Dr. William Beanes, who had been captured after the burning of Washington, DC. The release was secured, but Key was detained on ship overnight during the shelling of Fort McHenry, one of the forts defending Baltimore. In the morning, he was so delighted to see the American flag still flying over the fort that he began a poem to commemorate the occasion. First published under the title “Defense of Fort M'Henry,” the poem soon attained wide popularity as sung to the tune “To Anacreon in Heaven.” The origin of this tune is obscure, but it may have been written by John Stafford Smith, a British composer born in 1750. “The Star-Spangled Banner” was officially made the national anthem by Congress in 1931, although it already had been adopted as such by the army and the navy.

Kagan's name was also on a brief, United States V. Stevens, dug up by the Washington Examiner, stating: "Whether a given category of speech enjoys First Amendment protection depends upon a categorical balancing of the value of the speech against its societal costs."

Kagan's academic writings are sparse – just nine articles, two of which are book reviews.

Her stand on free speech could become a hot button issue as the Senate convenes to confirm her. If approved, Kagan would give the high court three women justices for the first time. She would be the youngest member on the current court and the first justice in nearly four decades without any prior judicial experience.

WND has reported that in her undergraduate thesis at Princeton, Kagan lamented the decline of socialism in the country as "sad" for those who still hope to "change America."

WND also reported Kagan has advocated for an increased presidential role in regulation, which, she conceded, would make such affairs more and more an extension of the president's own policy and political agenda.

Kagan was nominated as U.S. solicitor general by Obama in January and confirmed by the Senate in March. She was a dean of Harvard Law School and previously served alongside Obama as a professor of law at the University of Chicago.

A former clerk to Abner Mikva at the D.C. federal appeals court, Kagan was heavily involved in promoting the health-care policy of the Clinton administration.

Obama praised her because while he said a "judge's job is to interpret the law, not make the law," she has evidenced a "keen understanding of the impact of the law on people's lives."
The president said she has a "firm grasp on the nexus and boundaries between our three branches of government."

But more importantly, she understands, "behind the law there are stories, stories of people's lives," Obama said.

Kagan said the law is "endlessly interesting" and also "protects the most fundamental rights and freedoms."

“If they are deliberately paying too much for mortgages to support the banks,” Mr. Baker said, “the government wants them to be in a position to keep doing that, and that would mean not doing anything about their status until further down the road.”

It’s no surprise that the government doesn’t want to acknowledge the soaring taxpayer costs associated with these mortgage zombies. The truth about Fannie and Freddie has always been hard to come by in Washington, and huge piles of money seem to circulate silently around both firms.

REMEMBER last Christmas Eve? That’s when the Treasury quietly decided to remove the $400 billion limit on federal borrowings available to Fannie and Freddie through 2012.

That stealth move didn’t engender much confidence in either the companies or their government guardian.

But because taxpayers own Freddie and Fannie, we should know more about their buying habits, as Mr. Baker points out. Unfortunately, if the government’s past actions are any indication of what we can expect, then don’t hold your breath waiting for the facts.

In spite of these difficulties, Freddie and Fannie are nowhere to be seen in the various financial reform efforts under discussion on Capitol Hill. Timothy F. Geithner, the Treasury secretary, offered a vague comment to Congress last March, that after some unspecified reform effort someday in the future, the companies “will not exist in the same form as they did in the past.”

Fannie and Freddie, lest you’ve forgotten, have been longstanding kingpins in the housing market, buying mortgages from banks that issue them so the banks could turn around and lend even more. After both companies overindulged in the lucrative but riskier end of home loans, they nearly collapsed, prompting the federal rescue. Since then, the government has continued to use the firms as mortgage buyers of last resort, to help stabilize a housing market that is still deeply troubled.

To some, the current silence on what to do about Freddie and Fannie is deafening — as is the lack of chatter about Freddie’s disastrous report last week.

“I don’t understand why people are not talking about it,” said Dean Baker, co-director of the Center for Economic and Policy Research in Washington, referring to Freddie’s losses. “It seems to me the most fundamental question is, have they on an ongoing basis been paying too much for loans even since they went into conservatorship?”

Michael L. Cosgrove, a Freddie spokesman, declined to discuss what the company pays for the mortgages it buys. “We are supporting the market by providing liquidity,” he said. “And we have longstanding relationships with all the major mortgage lenders across the country. We’re in the business of buying loans, and we are one of the few sources of liquidity available.”

But Mr. Baker’s question gets to the heart of the conflicting roles that Freddie and Fannie are being asked to play today. On the one hand, the companies are charged with supporting the mortgage market by buying loans from banks and other lenders. At the same time, they must work to minimize credit losses to make sure the billions that taxpayers have poured into the firms don’t disappear.

Freddie acknowledged these dueling goals in its quarterly report. “Certain changes to our business objectives and strategies are designed to provide support for the mortgage market in a manner that serves our public mission and other nonfinancial objectives, but may not contribute to profitability,” it noted. Freddie said that its regulator, the Federal Housing Finance Agency, has advised it that “minimizing our credit losses is our central goal and that we will be limited to continuing our existing core business activities and taking actions necessary to advance the goals of the conservatorship.”

Mr. Baker’s concern that Freddie may be racking up losses by overpaying for mortgages derives from his suspicion that the government might be encouraging it to do so as a way to bolster the operations of mortgage lenders.

That would make Fannie’s and Freddie’s mortgage-buying yet another backdoor bailout of the nation’s banks, Mr. Baker said, and could explain the government’s reluctance to include them in the reform efforts now being so hotly debated in Washington.
