I'm not disagreeing with you . Dressing in a provocative way isn't a green light for men to harass them . Yes, most civilised men from the west either choose to ignore , or make a non provocative comment . However, with the influx of so many immigrants from 2nd, or 3rd world countries , who are not familiar with our customs, or how women dress with freedom , their reaction may differ.
There are double standards reguarding women dressing up . Yes , they crave the attention from the right type of guy, who would appreciate the effort they made looking the part. However , they don't want the attention of a half wit , or a dirty old man , who uses her effort to dress up to sream obscenities!! I think , if women dress to impress, then they're gonna get both good comments & indifferent ones !

I've never really understood why they put government health warnings on cigarettes!! It's not exactly a good marketing ploy.
