If you have a passport from almost any EU country then you have the same rights as a french national. Apart form the right to vote in the presidential elections.
Although you can't claim sertain basic social security benefits until you have lived there three years (there are examples where some rules are broken).
One of the first things you'll need is a 'carte vitale' social security card. You don't need any other ID a part from your passport (which you are maent to carry 24/-365 or an ID card from your country of birth).
The over all health care in France it is more efficient than the UK. As for money in your pocket. Probably the UK.
