Water conservation strategies are indeed a tricky and politically loaded matter. Drinking water, water for agriculture, commercial and industrial reasons,.....if you think oil is a politically "charged" topic.....try discussing the absolute need for life,....water.
By legislation and my job, whether or not I am on or off duty, I would intervene. Prior to my present job I was also very prone to intervened,....unless it was a "fair" fight!
LOL! So,...is Nato potent or impotent? At least with Russia it is a political doctrine and uniforms, versusd the ideological bull droppings os ISIS! Chiona is indeed a formidable opponent,....but I severely doubt they would confront western powers outright,......and hey,....$$$E$ is $$$$,,,,,,
