I'd probably take that as a hint even though it would hurt.
He may not be ready, please remember though although he may be telling the truth and is genuinely not ready to move on, he may also be making up stories. 11 years seems a decent time to enable someone to move on, but who knows we are all different.
Either way you need to decide if its worth pursuing or move on.

I can't answer for all women. A lot do step out and meet people. I have.Maybe they are shy.
Maybe they are scared.
Maybe they are not ready.
Maybe they are just playing games.
Who really knows.
I don't think anyone is really proud of the scars they have accumulated through life, they are scars they heal but they are always there.
