The precedent is that when the same party holds the presidency and a senate majority, the confirmation process proceeds. On the contrary - when the OPPOSING party has a senate majority, it does not proceed, and instead is left as an issue to campaign on (as in 2016). Trump won in 2016 and Republicans won a senate majority. In 2018 they expanded that senate majority, giving them the mandate to nominate and confirm, regardless of how soon an election may be.
