Your question reminded me of something my asked me when he was little.
As him and I were in the car on the way to do some shopping he asked me acouple questions regarding how people act and on how they treat one another.
My son was taught that when/if he was ever in a diagreement with one of his peers that he should talk out the problem and try to work things out. And if he he ever did something to hurt someones feelings that he should apologize to that person.
Well anyhow he wanted to know why was it that when two adults have a disagreement with another adult how come they both don't apologize like chidren are always told to do.
He stated that there must be two different rules children and adults on how they should treat people.

I could be wrong but..I think they're Assistants to the officials whose job is to mark where a team begins a series and how far they need to go to get a first down.
The 'Chain Gang'brings the chains onto the field for measurements on plays that end too close to the first down for the officials to make a determination by simply comparing the spot of the ball with the marker on the sideline. The chains are brought out to give an exact measurement from the spot where the series started.
