Good thread! I have another idea. Just make the offending goverment who launched the war, responsible for the environmental clean-up afterwards. Like an oil spill in the Gulf. For instance you could start in Laos and Cambodia, where 2.71 MILLION TONS of ordinance was dropped. A lot of it were cluster bombs that remain undetonated.
