Evening, morning the water doesn't sink in it evaporates to fast.
Duh. Unless you have a drip irrigation system.

Late afternoon. To early it evaporates or steams plants. Too late and can cause mold and rot.
Depends on the day. Hot day and still dries everything out.
Mulch should stop the mold.and retain water.
Again drip irrigation makes the question moot.
