the answer is different for everybody. Me personally I prefer the woman to make the first move, to me it shows initiative!

it can be based on the moment of the mood of each indavidule and how strongly one may feel. Then there is the rejection thing. And don't forget the missreading of anothers action. i.e. one does something and the other takes it for more than it was ment. Also there could be a game being played. Then I think but not sure that if a man does not make the first move the women will later see him as weak.

Personally,when it comes to asking someone out on a date for the first time I prefer to let the man make the first move.However,that doesn't mean I'm gonna just sit back & drool at a guy I'm interested in.I'll let himknow in a nonchallant way.Maybe this sounds old shool,but oh well!
