Does anybody know somebody who just can't work fast. If given a job to do it takes them longer then anybody else to get it done. It's not that they are mentally lacking, they just can't get out of a slow mindset in the way they perform work. What can be done about it?
When I was a Supervisor I had similar problems, but mostly out of new employees. With those that should have had time to adjust to the work routine and haven't, I simply told them if they can't handle the job then move on.

I think some people are slow starters or they have such high anxiety levels as a new employee, that they fear doing anything. I've seen that in the past.
Medsummer: This is not a new employee, it's one who is experienced and knows their job. Their not working slow to make the job hours longer for the sake of a bigger paycheck, they just have the classic two speeds-slow and slower!
Sounds like some of the employees where I work but it bothers me so much when the nurses are like that....call bells ring forever

"suck their teeth" that decent !!! here they completely ignore you and continue their gossiping on the phone or amongst themselves then drag themselves in the slowest motion to take an hour to do the minimal of task .........customer service stinks in this island !!!

Might be time for the proverbial pep talk.
One thing I always kept in mind, "the devil you know may be better than the devil you don't know".

It depends on what the quality of their work is like.
I work with quite a few people who can't be rushed but boy oh boy, they're details focussed. In fact, I'll give them stuff that needs triple checking every time - if there's something wrong with a proof or I'm unsure about the legalese, they'll find any problem I've overlooked every time.
People do have different working styles - I guess it ultimately depends on whether they are assessed on their speed, or their results. If the results are outstanding at the back end, I'd probably leave them be to work methodically and slowly to their hearts content. If they aren't delivering because of their speed, I'd go through their role with them and see if there was a way to compromise. It may appear that they are slow but in fact, they are just very thoughtful about what they're doing.
If they are on permanent go-slow because they are bored/grieved/unhappy, that's different.

sultryash: tell em Jeeps especially the government employees...........its sickening sometimes when you have to use these institutions.
Yes my flower, tis the same the world over. Efficient bureaucrats are promoted until they reach a level they can't handle, hence inneficient bureaucracy
