If they have no interest there is no point in replying so i think option c is the best option. People take it very personal when they dont get a reply instead of just moving on.

Depends on the day really mostly i would say B usually it's to do with age so i just say that

rudest people are those who answer a polite message sarcastically then block communications.
some just don't deserve a good intentioned maage. these usually remain single and lonely. usually carry a heavy past from their divorce. so are negative about everybody
There is a neat Thank you for your interest but I don't wish any further contact or something like that in the flowers.
I usually reply to the scammers with that - and a hedgehog picture - before I report them. 
I have to admit there is so much scammer activity going on lately that I haven't reported all of them. I mean, should I really report 5 a day?
But as to zero interest...how could I have zero interest to anybody? People are interesting and we learn all the time from each other.
So if the other part is capable of writing mails longer than two lines and seems somewhat sound, I usually end up "conversing" with them.
