Then you have to decide whether you're happy with this arrangement, or not.
If you're not, talk to him calmly and if he doesn't want to make the changes in your relationship status that you need, move on and find someone more compatible to have a relationship with.

It sounds like your older man there is doing as he pleases and you're neither getting your needs met, nor do you know how to ask for those needs to be met from him.
If you would like an exclusive relationship with him, you need to ask him for that. If he says he doesn't want an exclusive relationship, then stop seeing him.
Its really quite simple. You can't make someone do something they don't want to do, you can only decide about the things you want.

Apart from saying that your Bf has not committed to you we are unaware as to the seriousness of your relationship with this guy.
If what you have is a mutual friendship then I would say its ok for him to see other girls, however if it is more than that then I would suggest you need to consider what is acceptable behavior on his behalf.
