I don't think it's that they're shy, I think it's that they've been burnt so many time's by guys in the past that some might be apprehensive, give them more time to get to know the real you.

I've never found women to be particularly shy. Not that it matters, it is up to Men to make the first move, it's just the way it is, so women being shy or not is irrelevant.
