If you're Qatari then your life is pretty much paid for just by being born. I think charity and social welfare are quite big under Islam and sharing is key, the problem is that there's little to nothing worth sharing between all the hungry mouths jostling for place at the ever shrinking table(not unlike Western economics, I suppose).

Government here deduct 3% from every muslim personal saving bank accounts as a Zakat on the first of Ramadan every year which they distribute among poor peoples

That's very good Jac68. Here, it's Ramadan every month as they take a good chunk of your pay or pension for the poor.
I am not agree to give it to government here because politicans are corrupt here they put it in their pocket most people distribute zakat directly to poors.Government can not deduct any zakat from current bank accounts.
