Frank was associated with the mafia same as he was with John Kennedy. And even in today's world if you talk to someone people assume that you are friends with that person. I think Frank did have a monetary connection with the bosses but he certainly wasn't a boss such as Al Capone or Gotti. Let's face it Galrad, Marlon Brando was the best Don. Al Pacino was pretty darn good too but he more modern and wanted out.
