I figured out pretty quickly it was NYC and that was the Hudson River with the West Side Hwy running parallel to it. That domed bldg looked somewhat familiar too. Your original question threw me off however because I was trying to ID buildings, not "absent" buildings. Once I focused on the debris I recognized some of the grid patterns as what was once part of the WTC. Also the debris field slightly north which was once bldg 7 confirmed what I was looking at.

I was driving a truck around this time and had made a few deliveries to the WTC. None of the drivers wanted to go there including me. It was probably the worst place to deliver freight to and when it came down every truck driver in the tri-state area cheered yay It was terrible that so many people lost their lives though.

The concept of 2 gigantic office buildings "shoe horned" into downtown Manhattan may have seemed like a great idea at the time, but in retrospect it turned out to be nothing but a perpetual headache followed by a disaster. It was glaringly obvious to me that very little thought was given to how the voracious apatite for everything of these monstrous office buildings were to be supported by the existing infrastructure.
