Dunn like it ether but when bringing it up you're always met whit the "none of your biz, we do what we wanna and they steal pics cos it's a jungle out there etc..."

Two possibles. One: They are so ugly they hope to get someone liking them before they scare the beejeebers out of them. 
Or, two: They are so gorgeous and hope to attract someone with their mind instead of their body.
Of course, they could be like me with a phone that cant take photos or an ancient computer like mine that cant send them most of the time.
One more scenario...their current photo is a wanted poster.

I had one orzzz "love me for who I am, not my looks" type mailing me once.
After I pushed her AND blocked her she finally put a pic up and
she was good looking as promised... by then she had scared me far away.
Dumb dumb girl. That strategy sucks as much as
the "I'll try to trick you in despite my less handsome looks" thingy.
Physical attraction and mental attraction goes hand on hand.
And they can balance out each other. Can be less of one and more of
the other. If one is weak, the other one must be strong.
Weak - weak means no go.

Years ago we have a home exchange with a family from Canada, we lived in Germany. We never sent photos but wrote letters ( the ones that you put in letter boxes) several months before we met.
I knew exactly what they looked like, all 4 of them, only I had imagined the daughter (16) with long blond hair but she had a short cut hair style. I mentioned it and she said she had cut her long hair a few days before traveling.
So you can see what people look like even without photos.

Yes, I know what it's like to guess, it's quite frustrating. Because it is very human we are attracted to someone starting from the face.
And why they are in dating site if they are afraid to show their own picture ?
My advise
They should not be noticed whatever the reason and what they say, cos
they are not serious, just skip their profile, and you will be more comfortable
