Let us talk some of the history of the Social Security Card and Social System system. Hang on to your liberal hats . Because wind of this post might blow them away.
First the card.
The Social Security card was never intended to be a method of identification. In fact the first social security cards issues carried the words "Not to be used for identification".
It seems that SS passing DEMs of FDR time wanted the states to handle the issue of proper identification of persons by use of the state issued driver license. Please think AZ immigration law at this point.
Secondly, the Social Security System
FDR first had a "voluntary Social Security System"
Yes, you had the choice to opt out of it with your or with no retirement program at all. FDR was a strong believer in individual rights and freedoms. He was not going to force the SS onto the entire country.....which was to come later.
Third, the amount.
Under FDR, those opting for SS payment would pay 1% of their first $1400 annual incomes into the program. Today that is a required payment of 7.65% of the first $90,000 of your annual income.
Fourth, it was tax deductible.
Under FDR that contribution to SS was tax deductible. Today it is not.
Fifth, it was placed into a Social Security Trust fund, solely to be used for SS payments.
Under FDR a special Social Security trust fund was made. SS payment entered into the found, they were reinvested and the only outgoing payment to SS claims.
LBJ and the DEM changed this so that SS payments went into the General Fund of the government. From here it could be spent for government bills and operations.
Sixth, Under FDR the annunities of the retirees could never be taxed.
FDR set the SS program up that it was non taxable income to American retirees.
Clinton/Gore changed that so that it is now taxable income no matter what your status. Today retirees are finding that money they paid into FICA is taxable income.
Seventh, Under FDR, only full American citizens had a right to claim SS benefits.
He knew the difference from immigrant and illegal alien, and said only Americans should benefit from Social SEcurity.
It was Jimmy Carter and DEM congress that passed legislation that allowed immigrants over the age of 65 to collect Social Security benefits even though many had not paid a dime into the fund.
Any questions why REP and Tea Party think that the present Social Security system should be restructured? Please note, I did not say ended or privatized. But privatization is one option that should be considered to improve the mess that DEM have made of the original FDR concept of Social Security.

Don't know the complexities of Social Security system in America but I have read that Friedman believed that it actually distributed wealth from the poorer to the richer people through the way it was set up. That would be worrying!
