You need to take a longer view on problem. What FDR and DEM set up post the depression was a workable low cost solution to retirement costs of the country. Then the DEM grabbed on and made it their personal piggie bank. By taking funds from Social Security thru the General Fund.
Reagon (no 41) did not have any part of that. That was Jimmy Carter (no.40) that move Social from a 'trust account' to the General Fund.
How much did they siffen off? That 63t in total liabilities for Social Security and Medicare ought to tell you something.
Once they found they had a cash cow....they simply milked it.

What I'm saying is that the tax rate on the rich in the 60's was 90%. Kennedy wanted to spur investment. Hence, he cut tax rates. (Not disimiliar from what Bush did) So if Bush's tax cuts were a problem, I would suggest that Kennedy's were too. Kennedy cut rates substantially more than Bush.
