They go about their business. when done, the Kiwi walks out while the Ozzie washes his hands On departing, the Ozzie says to the Kiwi. " You know, In Australia, we wash our hands after going to the toilet" The Kiwi replies "Is that right mate? Well, in NZ, we dont piss on our hands"
I am so weird about public bathrooms...I won't use them if at all possible and if I do I won't sit on the toilet, use my foot to flush, won't touch doors or faucets so no I don't wash my hands when I use a public bathroom. I'm very OCD about cleanliness so I always have hand sanitizer with me and I use that.

You and me both. I avoid using public restrooms. It has to be mighty necessary.
Doctors will tell you that diseases are not from toilet seats. The is a better chance of you getting germs when touching the faucet to wash your hands. I do use the public restroom in my library and when I wash my hands I turn the faucet with a paper towel. When I walk out I use a new paper towel to turn the doorknob and then throw the paper towel in the trash outside the door.

What about those that have their hands washed by the attendant or a close relative...or even a drunken stranger??? Does that count, or account for the remaining percent??
Not sure about the ladies, but according to my observations in bars and night clubs, only about 1/3 of men under 50 wash their hands. Over 50, almost none.

The moment you touch the stall lock,the taps and then the door handles your hands only get filthy again. The thing I do is carry hand sanitizer and sanitize them well after I get out of the bathroom.
