That intelligent live exist outside our solar system is sure (99%), even if it is not proofed yet. But the closest planet is alpha centauri (4.3 light years), is very unlikely to host any kind of life. The next possible is Sirius, which is 8.6 light years away.
Presuming there is intelligent life form - it will take them more then 8.6 years (presuming they have the technology which can accelerate them close to light speed) to get here and another 8.6 years to get back.
If you have the chance to do a journey like that, would you voluntar? Remember also, according to Einstein, that when you travel for 17 years with that speed, time passes slower for you, which means when you come back time on your home planet has past much more than 17 years - your kids even might not be there any more. And travelling beyond light speed is just a wishful thinking, but hasn't been proofed possible. Even bringing an atom close to the speed of light requires Mega Watts!
Due to this natural barrier there is no way that visitors from other planets come to us, have a look and then disappear again. If they would (and could) come, they would be here for resources and wouldn't ask for permission - they would erase human life here in a flash to ensure they have the resources they are looking for.
