Part of the problem is Fewer Hospital & ICU beds & staff ...
Contrary to what's implied in that commentary, those reductions aren't some sinister plot to deprive people of Hospital & ICU facilities.

Over several years, medical procedures have been simplified so what once required a lengthy hospital stay is now an overnighter, or even an outpatient procedure.

Long story short -
The number of Hospital & ICU beds has Dropped due to declining Demand for them.

'Course, that creates problems when there's suddenly a Need for such facilities -
As is happening in Many locations during the Covid Delta Surge.
