Bloody Sunday wasn't collusion but murder. The Robert Hamill case again wasn't state collusion. Why the RUC/PSNI stood back and watched it unfold, I've never understood. Chances are they'll say they didn't want to make a bad situ. any worse.
I know of cases where the PIRA met with UVF volunteers to eliminate a common problem, Lenny Murphy is a classic example. Couldn't that be called collusion?

As for the 13% the ESB are asking for, they know (as anyone who barters/haggles) you set your starting price high, knowing you'll have to drop a few %, and settle for the real figure they want.

Considering the Provisionals weren't formed until 1969, I'd have to agree there. But as for your claim that Dev & Co wouldn't have sanctioned bombs going off and innocent people getting killed. Didn't you learn about the bombing campigns in the Uk during the 1930's...? What happened in July 1939..maybe a bomb exploded and killed at least one person..How many bombs went off before that...? What about the act of disappearing? That wasn't just a PIRA tactic...

Me personally, never tortured anyone. Do I understand why some people end up knee capped in the o6c. Yes. Can I justify most in my head. Yes. Do I have a problem in my head with PRF's economic bombings? No.
